From that quote I can make the hypothesis that, at one time, he was attemting to enter a private dwelling but has since been prevented entry. I have no idea what happens if he gets there before anyone else though.
A dispute over the rights of a Fredon resident to respond independently to accident scenes and medical emergencies has spurred legal action in local and state courts.
Louis Ratti, a former member of the Fredon fire and EMS squads, said in an interview Thursday that he will continue to respond to emergency calls despite requests from Fredon and Newton officials for him to stop.

I do both, and worked in a clinical setting. We complimented one another well because of our different scopes of practice. Between the two of us were were actually able to perform quite significant treatments.
What??!! Your ambulances don't all have a calculator as standard equipment? Mine are velcroed to the wall beside the DVD remote. The Plum A+ infusion pump is kinda handy too.
Old story. 4 of us having coffee. One new kid fresh outta school and the rest of us with at least 10 years under our belts. New kid is whining about how complicated IV calculations were in school and one of the guys says, "Why don't you just use a calculator?" Kid responds with "Who the hell carries a calculator around everywhere they go."
All three of us pulled our calcs out of our pockets and tossed them onto the table.
Next day he had a nice shiny new calculator.

There, now that the group hug is all over with. I thought that the expats working in Saudi also lived on compounds whre the rules are a bit more relaxed. ie, women didn't have to wear hijabs, one could drink certain alcohol, etc.
How large are the towns? Do they have hospitals? Do these hospitals transfer patients to larger hospitals? How often does an ambulance get called to the towns right now?
Snicker, sorry buddy. Didn't mean to come off that way. I'll give it a read...no worries. I throw nothing away. I was recently in a dispute with the powers that be and the killing blow that won my case was a 15 year old document. I expended very little effort in acquiring the document for you, so it's a non-issue for me.

If you found an ambulance for 10k...walk away. It's one that's at the end of its service life and will likely cost more to keep on the road than it will make. 250k miles on it wouldn't be a surprise. I've known guys who traded in their old ambulance for a Stryker MX Pro...and not the power pro either.
