Research/Protocol "Library"

I just read a great post regarding the reduction of using backboards. Awhile back there was a post about reducing the over use of O2. I think both of them were by Doczilla.

Is there a way we can develop a category/library where this kind of research can be stored wthin the site. These ideas have generated discussion within my own agency, but when I go to look for the info, I forget where it was located.

It could even be a sponsor benefit.

Problem is that much of the research is copyright protected and one must pay a fee to access it. Posting that content on the City would open up a whole world of pain for Admin.....again.
