Without doing research it stands out to me that these single car, multiple causality MCis occur predominantly among Hispanic people which makes me believe there is a disconnect in the adaptation of modern safety standards into their culture.

This is not an issue of wither they are legal or illegal but an issue of people living in the first world under third world standards. The law is less important than the realization of the value of compliance.

This could be an area where EMS could focus community awareness.
